First, with x and k as defined by you, the output should be
[2 2 1 1 0 0]
You can compute this by
x = [1 2 3 1 4 4.3 3 3.7 4.8];
k = 4:0.2:5;
sum(bsxfun(@gt,x',k))

Interesting! This does not work in r2014a ("Matrix dimensions must agree" error).
