How can I plot a 3D polar plot with values from matrix?

I have a Matrix of 600x360 values, each of the 360 values for each row are supposed to be the values at an angle. the 683 row values are depths. I'd like to know how to plot the 3D image of each row and its variance with angle and depth.

Any ideas?
