Is my genetic algorithm result correct?

I wrote a G.A. code (Programme files attached here). Its running without any error. But from the plot it can be seen that my results are not converging. That is the minimum value and mean values are not coming close to each other. I am trying to minimise my objective function. Please tell what am I ignoring in my coding. P.S. I am new to G.A. and matlab coding.

I recommend you learn how to use dec2bin(Somevalue,4) . It will save you from all of those if/elseif .
For example, dec2bin(r/250 + 1, 4)
