how to find whether the time is in UTC or IST?

I have 24 hourly data and i need to know whether the time in data is UTC or IST? for example,the time in data i have is 13.075000 and i need to know that it is UTC or IST?

You cannot tell with that information.

When you create a datetime object, it is possible to attach a timezone to it. You can then ask what its timezone property is. However, datetime objects would not likely have the format you show, and it is not possible for datetime to figure out what timezone a time is in unless it has timezone information in the string.
