Convert nested cell with unconsistent structure to mat and also reverse operation

I am not able to convert the data in cell format to mat. If it was only of one level we can use cell2mat and its reverse mat2cell.

The cells are non consistent, hence giving me an error "matrices being concatenated are not consistent "
