network license error 15

I have a user (install) that has been working fine, now on startup he I getting the -15 error. Others are still connecting fine, checking out licenses.

• License file is good
• lmutil lmstat -a -c "{licensefile}" connects fine
• lmutil lmstat -a -c 27000@{server-hostname} connects fine
• matlab -c "{licensefile}" error -15
• Changed license file to FQDN - failed
• Changed license file to IPADDRESS - failed
• Tried installing different version of MATLAB - failed

I think that sequence of problems could occur if the license manager can be contacted, but the license manager has no MATLAB license daemon running.
