How to make a figure of sensor vs azimuth vs rev

In figures 15 to 17 of the attached pdf document the time response of the sensor is plotted vs blade angle and revolution number. The attached code generates some sample data and generates a similar figure using contour. But, the contour plot doesn't really track the time response, but groups the response locally. Is there a better approach to making this figure?
