Frequency Domain IMAGE Steganography

Can any one please tell me tell me in detail how Steganography works in Frequency domain.
I am actually trying to perform DWT steganography(with gray scale Images) but the problem is that i am not able to embed the data into the DWT coefficients.
Kindly HELP

This is not a MATLAB question. Image processing theory questions should be directed to image processing theory resources.
