When installing a Support Package in MATLAB R2017a or earlier, I keep getting this message (Fatal Alert: Protocol_version). The installer says that "MATLAB is in the middle of a downloading operation".

i have matlab 2015a version and i got the same problem for downloading the raspberry pi package.
i created a file named java.opts and paste the following line : -Dhttps.protocols=TLSv1,TLSv1.1,TLSv1.2
and then paste the file in the C:\Program Files\MATLAB\MATLAB Production Server\R2015a\bin\win64 path
and it worked finaly :)

The solution worked well in my 2015a version. Please be aware that, in summary, you just need to add one file to the bin>win64 folder (in the windows version) and a couple to the bugreport folder.

To continue with support package installation:
Use "Install from Internet"
or
Use "Download from Internet" to download the complete set of files, and retry installing from folder."
