binear interpolation on an image element

I need to interpolate the first matrix(in the image
so that for the bilinear interpolation of the pixel will have values as shown in the second column image.I need to apply this to an image .I have tried general formulas of bilinear interpolation.but none of them showed the values as shown. paper I am refering is also attached. I am attaching my paper also.
