what is the expected performance of an ANN after being trained

if a regression correlation coefficient of at least 0.97 is acceptable, what must be the ANN performance? Is there any relation b/e the two?

I am not able to get good values of correlation coefficient after training an ANN model using PSO. Kindly suggest parameters that can help achieve it. I am using PSO toolbox by Dr. G. I. Evers from matlab file exchange.

Note: The only regular volunteer who answers NN questions is on vacation for at least one more week, and historically he has not answered PSO questions.
