How to write a function or loop if inputs of subsystem block is full then connect to other subsyem block in script?

the input is coming from signal builder that is connected to data type conversion block from it again it is cnnecting to subsystem block. in my model i had two subsytem if one subsystem input ports are filled then next data type conversion need to be connected to another subsystem.
