How can I play a range of frames from a video file?

Hello,

I am wondering if anyone knows of a way to play a select number of frames from a video file. I have a code that is able to highlight frames of surveillance video that have activity in them and I am trying to adapt the code to allow the user to easily view the video frames after processing. Ideally, the video player would pop up and start the video 30 seconds before the first highlighted frame and then continuously play the video until 30 seconds after the end of the last frame of highlighted activity. Please let me know if anyone has any ideas on how to tackle this problem.
