How to resolve "Can't allocate memory for MXArray from unmanaged code"

I just recently upgraded from R2013a to R2017b, I use matlab compier to create .Net assembly DLL which is linked into C# Windows Service. We deploy to several servers for parallel processing. With the new version, 2 of 4 servers generate this error when Matlab Function is entered into. When comparing the servers, I noticed one difference which might account for the different behavior. The 2 servers do not have Windows C++ Runtimes installed (they do have Matlab 2017b Compiler Runtime installed, just not C++ runtimes.) Previously under R2013a we did not have this issue at all. Any suggestions?
