Is this a toolbox, can it be downloaded?

It you aree certain that you have it licensed and installed, you may have path problems.
Run these lines (from a script or your Command Window):
restoredefaultpath
rehash toolboxcache
If the problem persists, use the Contact Us link in the upper right corner of this page to ask MathWorks for Technical Support. (Note: run the ver command first.)

If you have the Signal Processing Toolbox installed, then maybe you don't have a license for it, like your license expired, or you're in a shared pool of licenses where they've all been checked out.
What does this show?
which -all ellip
hasLicenseForToolbox = license('test','Signal_toolbox'); % Check for Signal Processing Toolbox.
if ~hasLicenseForToolbox
% User does not have the toolbox installed, or if it is, there is no available license for it.
% For example, there is a pool of 10 licenses and all 10 have been checked out by other people already.
ver % List what toolboxes the user has licenses available for.
message = sprintf('Sorry, but you do not seem to have the Signal Processing Toolbox.\nDo you want to try to continue anyway?');
reply = questdlg(message, 'Toolbox missing', 'Yes', 'No', 'Yes');
if strcmpi(reply, 'No')
% User said No, so exit.
return;
end
end
You should see:
>> which -all ellip
C:\Program Files\MATLAB\R2018b\toolbox\signal\signal\ellip.m
