What is the normalized weight matrix of the Moran's I (function) and how can i create it?

Hi,
i'm trying to calculate local Moran's I index of spatial correlation for rasters. I don't know so much about statistics (i'm just learning). I don't understand what is the normalized weigth matrix...
Any help?
