i cant see the help function in matlab 2018b

Your internal firewall needs to have an exception for MATLAB. MATLAB creates separate processes for the documentation browser and talks to it using TCP/IP. (MATLAB also creates seperate processes for some Simulink work, and potentially for use with Parallel Computing Toolbox as well.)
