How to use secondary users data ( packet size & time instants) to access primary channels when primary users no longer transmitting ?

I have a code that generates packets size and thier time instants for diffrent traffic models for secondary users. But this data has to be transmitted in primary channels . any idea how to combine secondary users data with primary users occupancy pattrens ?
