Can you verify if the 'maxHeight' and 'maxWidth' options of the publish command work at all?

Can you verify if the 'maxHeight' and 'maxWidth' options of the publish command work at all?
I am creating a report in doc format using publish command. Everything works except these two options. The result is always showing the streched version of figures in the doc file. assigning any number for 'maxHeight' and 'maxWidth' does not change the size of the stretched figure.
What I want to achieve is to show more than 1 picture per page. Currently, pictures are streched and each picture pccupies a page increasing the length of my report.
