Install new font (windows)

I have downloaded a new font (Electra LT W01 Regular, main GoT novels font) into my Windows font catalogue as a .ttf. The font successfully shows up on Microsoft Word's font list, but after exiting and opening Matlab 2019a I still cannot manage to find it in the Matlab font list. I have seen the previous thread on font additions here for the record.

Yeah no dice in showing up in listfonts output set as expected.
The thought behind the follow-up questions was it struck me that perhaps the function does check through the installed Windows fonts... however if Matlab determines (for whatever reason) the font is incompatible then it simply skips it without declaring "font 'xxx' is installed however it cannot be used and was thus excluded from listfonts output" or something to that effect.
Such a case would then of course throw a monkey wrench in substantively forming a conclusion directly from the function output. Or maybe it never checks Window's overarching font directory and only considers font files local to the Matlab program install files. For the record I attempted copy/pasting the font into one of the Matlab program font folders but this also failed. I would not rule out my using of the wrong Matlab font folder however; a search of Matlab program folder indicated several separate (non-intuitively named) subfolders handling fonts in some fashion.
It appears this is rapidly becoming ridiculously in-the-weeds for what was supposed to be a quick and trivial preference change (as it always mysteriously seems to happen). I will contact mathworks and provide any final answer(s) to this latest procrastination effort when able.

So the problem ends up stemming from a Windows update in late 2018/early 2019 that can preclude the Java programming interface from using the font used across different applications.
Several methods of addressing the issue are found in this previous post that for some reason did not show as a possible answer to my initial query.
