Download Arduino Support Package Failure

Hello, I have a top spec PC and running matlab 2019a but cannot download the Arduino support package. I have followed the instructions from here

But I keep getting the error above.

Any suggestions please.

May I know your OS specifications and if you are trying to download this in a Virtual Machine.?
