Is there a way to have 2 option files on FLEXnet based licenses? If so how do I append an Options file?

I have multiple vendors with FlexLM type license setup, each vendor has its own option file with their respective timeout settings and etc.. however there are groups and INCLUDEALL and EXCLUDEALL features that are shared amongst all these vendors, can these settings (Groups and etc..) be moved to a second option file and shared amongst all all vendors so if a group is being modified it only has be be done in one location as opposed to modifying each vendor's option file?
