The answer is the stiffness of the stop was too small. The default value of stiffness 1e6 was allowing the piston to keep moving since the end point is not actually defined but just relies on the spring force implementing the stop. If the stiffness is too small the deformation just keeps going.
why doesn't my hard stop in Double-Acting Actuator (IL-G) work?

I am using a Linear actuator with piston motion controlled by opposing hydraulic and gas chamber, which allows the setting of the piston stroke and starting position. When I plot the position of the piston on the scope it travels more than the piston stroke. I also integrated the flow from the liquid chamber and the volume discharged is greater than the stroke multiplied by the piston area. Is this a bug?
