Can I change the option to "Improve MATLAB by sending user experience information to MathWorks." during a silent install?

No, during the silent installation the default option is to not share user experience information with MathWorks and there is no way to change it for installation. You do have the option to change it afterwards through the GUI in MATLAB. Go to Preferences > MATLAB > General and you will see the Checkbox to change it.
