Matlab Runtime 2020a Error at startup: ASSERT: .\HIPSCore_I2.cpp:210 "false"

If i start any simple compiled Matlabprogram with matlabruntime2020a i get this error before the program starts and crash.

ASSERT: .\HIPSCore_I2.cpp:210 "false"

on other computers with the same runtime and program everything works

what does this errormessage mean?
