GUI Panel Adjustment Problem

Hello Everyone, I am having a trouble in managing panels in a GUI. I have created more than two panels and now when I click some panel to bring in front or send to back, the panels just intermixed with each other, sometimes the axes and buttons on one panel comes to front and not the panel. Please help me with this problem.
