Simulink doesn't start for 2019b?

For using "rosinit" command, I changed my computer's region settings from Turkey to USA. Because in Turkey region, "rosinit" command doesn't work and gives an error.
In USA region, I can succesfully use "rosinit" command but this time the simulink does not open.
Firstly, From the MATLAB Toolstrip, I select Home > Simulink to open Simulink Start Page as in the picture. MATLAB tries to open for 3-4 seconds. Moreover "Simulink Initializing" is written in the lower left corner. But nothing happens.

Secondly, I import a simulink file from current folder. The simulink file opens but menu bar is missing as in the following picture.

Thirdly, I run "slLibraryBrowser" in command window to open Simulink Library. Here I created a simple diagram with sine block and scope (still the menü bar is missing). The I press F5 to run. The run was interestingly successful as in the following picture.

In brief, In USA region, I can succesfully use "rosinit" command but this time the simulink does not open. In Turkey region I can succesfully use simulink but this time "rosinit" command doesn't work.
I do not know how to fix this mess, I am waiting for your help :)
