Is it possible to access the alpha value from an RGB image

i want to measure transparency of a hazy or foggy image.is there any other parameter that gives me the information of transparency.

If you have a png image, you can get transparency values using the 3rd output argument of imread()
[img, ~, alpha] = imread('https://upload.wikimedia.org/wikipedia/commons/4/47/PNG_transparency_demonstration_1.png');
