2- Reduce the intensity of Red channel by 80.

3- Increase the intensity of Green channel by 50.

Yes, it is my homework, but because of Corona Virus we have not studied practical lessons and a professor asked us this duty for a period of 5 hours

you do not use a percentage for that. When you read jpg images they are very likely to read in as uint8. You are not reducing by 80 percent, you are reducing by uint8(80)
