How to compare two images that are offset by position and rotation?

I want to compare two images, one present in the database with a sample image which is offset by position as well as rotation. I want to check whether the two images are of the same object or not. Please let me know which commands would help me in this process. It would be very helpful if you could include a sample code in the answer. Thank you.
