What is the best way to comment or turn off a subsystem in a simulink block diagram without actually deleting it?

I want to know that how to make inverter produce voltage limit subsystem?

Right-click on it and select "Comment out":
http://www.mathworks.com/help/simulink/ug/editing-blocks.html#btms_1l
Ctrl+Shift+X is the shortcut.

How can I comment a block (not out-commenting, simple "Here you should improve ... bla bla")?

put it in triggered subsystem without triggering it or Enabled Subsystems
