what kind of license do I need?

I have a windows 2016 server with 10 client RDP licenses.

The intended design is to install one instance of MatLab then allow users to use RDP to connect and use the one instance of MatLab. The server is part of a research institute at a university and the users change frequently as students rotate in and out. They use their Single Sign On account to log into the host and often there may be several users logged in at the same time. We want to insure the users all get the same exact application and functionality as well as access to our research data and this is why we have this design.

Will a concurrent license support this design or what other type of license must be installed?
