How i want to fix missing simulink toolbars

I already reinstall matlab due to missing simulink toolbars and also follow this step but nothing happen. How iwant to fix it?

1. Refresh the file system caches using the following commands: >> restoredefaultpath. >> rehash toolboxcache.
2. Run the following command to rebuild Simulink and Library menus and toolbars: >> sl_refresh_customizations.
3. Close all the instance of MATLAB and then restart.

I have the same problem with the toolbar (see the screenshot) in MATLAB R2021a (Windows 10). I have checked that there is no problem with the license. Any idea?
