How can I build a simulator for a wireless network (downlink)?

I would like to build a simulator for a wireless network (downlink) with the following parameters:
  • The base station is positioned at the center of the cell.
  • The cell coverage area is circular (radius 100 m).
  • The users are randomly distributed within the cell area (uniform distribution).
  • Assume a round robin scheduler where every user is given an equal portion of time for transmission.
  • The pathloss model is: 𝑃𝐿 = 32.4 + 30 log 𝑑 + 20 log 𝑓c, where 𝑑 is the distance (in meter) between the base station and the user and 𝑓c is the carrier frequency (in GHz).
  • The rest of the system parameters are as listed below:
Carrier frequency: 2.4 GHz
Bandwidth: 20 MHz
Shadow fading std: 7.8 dB
Transmit power: 20 dBm
Thermal noise: -174 dBm/Hz
Number of users: 50
