how to do quantization

I have wavelet coefficients bands.I want to quantization this coefficients using quantization function derived by Andrew Busch.how to do it?

I apply dwt2 function to attach image. [cA cH cV cD]=dwt2(I,'haar') cA,cH,cV,cD are coefficient subbands.I want to quantization these subbands using quantization function derived by Andrew Busch(attach file)
