How to find the mean values

I am working on image processing,I have to find the following
1.Mean OF R,G,B value outside the region
1.Mean OF R,G,B value inside the region
I know to find mean value using mean command,but can anyone tell whats the difference between 1 & 2

One's inside and the other outside of a region boundary???
