It looks like it's straightforward multiplication between a 4x4 matrix and 4x1 vector, unless the curley brackets have some other meaning.

To multiply two matrices:
F=A*B
To define a matrix:
A = [200 0 -200 0; 0 600 0 -600]
et cetera. (use ; to start new row, use comma or space to separate columns)

Hi,
As mentioned in the comments, 2 matrices can be multipled using the * operator. The following code describes the same:
A = [200 0 -200 0; 0 600 0 -600; -200 0 600 -400; 0 -600 -400 1000];
B = [0; 0; 250/11; 375/11];
F=A*B
F = 4×1
1.0e+04 * -0.4545 -2.0455 -0.0000 2.5000
F1x = F(1)
F1x = -4.5455e+03
F2x = F(2)
F2x = -2.0455e+04
%similarly for F3x and F4x
