I am trying to simulate a paper which has this block. in the paper the function of the block is to perform modulation or phase shifting.

From you provided image, it looks a subsystem. The subsystem components can be adjusted using parameter values. Building a subsystem is quite straightforward. If you have the system equations, its model can be dveloped and if ncessary with a double click such subsystem can be created as well.
