Detecting splash on tiles

Hi again! We're back. If you see the following image, you will see splash all over the surface (small lines in black).
We want to detect only that, we know that there are more than 40. Our idea was to execute Hough to detect this lines. Because we have other tiles, if the length of detected lines is upper to some value, we could consider that the tile has splash defects. However, it detected garbage and none of this splash. Is there some function that could detect this? Playing with threshold for such small things detects a lot of elements that there are not splash. Also, use dilation or erosion will expand/erase some of this. We are not sure what kind of operation could apply to detect those defects. Any help or consideration will be appreciated. I do not see small black lines. There are some lines, which are a little bit darker then the average. You know that there are more than 40 what? What are "other tiles"? How do you distinguish "splash" and "garbage"? A function which detects what? Playing with the threshold of what?
