scan a band for a signal and know the signal properties

I'd like to scan a certain band for example from 8kHz to 12kHz searching inside it for a signal and then extracting data about the signal as its amplitude and frequency and phase
I'd like to know how can I do it , if there is a function for scanning or not and how to extract these properties
