I want to implement a function, which has n as an input an outputs the following matrix:
Can someone help me please?

You haven't told us what x and e are, but assuming x is a vector and e is a scalar, simply this:
result = cos( (1:n) .* x(:) * e )

What is the value of n?
What are the sizes of each of a, x, and y?
What do you mean by "whats[sic] wrong"?

If x and e are symbolic
syms x1 x2 x3 x4 x5 x6 x7 x8 x9 x10 e;
x=[x1 x2 x3 x4 x5 x6 x7 x8 x9 x10];
for k=1:n
y(k,:)=cos((1:n)*k*x(k)*e);
end
