Can MATLAB code in an M-file successfully call slCharacterEncoding() without a Simulink license?

Can MATLAB code in an M-file successfully call
slCharacterEncoding()
or
get_param(0, 'CharacterEncoding')
to query the current locale's character encoding without needing a license which includes Simulink?
(I work at a place with a TEH site license which includes Simulink, so its not easy for me empirically determine this as I don't have access to a MATLAB license which doesn't include Simulink. However the MATLAB code I develop may be technology transfered to others who might not have a Simulink license, and it would be frivolous reason for them to have to purchase a SImulink license merely to enable my code to determine the current locale's character encoding.)
