How to give photos a "painted look" with strokes

I have a normal photo and I want to give it a painted look. How do I obtain pixels and have a short line (stroke length chosen at random) drawn on specific pixels just like the photo below at a fixed angle of 45 degrees and have the strokes take color of their origin pixel?
