Input: Points

Output: [xc, yc, r] where [xc,yc] are the center and r is the radius

Example:

Input: Points = [1 0 ; 0 -1 ; 0 1]

Output: [ 0 0 1]

Theory/Hint: The Kasa method provides a best fit circle to a set of points.
