How can I displace x and/or y axes from existing positions?

Hard to describe without just showing visually. I want to go from this:

To this:

For ease of figure generation. Is there a way to tell the x and y axes which y and x levels to display their line at? Or to just tell matlab to detach the axes by a certain proportionate size?

There is no provided way to do this.

You will have to turn axes off, and draw the axes yourself.
