Zero watermark copyright dispute

I experimented with digital watermarks and found that the robustness of zero-watermarking algorithms is generally better for embedded watermarks, but I recently found a problem that although zero-watermarking algorithms can authenticate copyright information, If anybody makes a zero-watermark certification on a picture, it will inevitably cause a copyright dispute. Is there any researcher who has considered how to solve this problem?
