There is a download button on that page. What is your question? Do you want to know how you can add your own folders to the Matlab path so you can add downloaded functions more easily?

What do you mean with it doesn't work? The zip file is not downloaded? If nothing seems to happen, you can also try another browser.

If you are using a relatively recent MATLAB, then in the toolbar click on Add-Ons and use Get Add-Ons from there. That will bring up an explorer that permits you to search (most of) the File Exchange and easily install packages.

The download of "Interleaved Buck Converter" is a simple zip-file. It doesn't do anything automatically.

Click [Download] and save the file to a folder of your choice.

Unzip the file. It contains a Simulink model and a license file.
